American Draft Resolution on Syria

Diplomats say that this is the American draft resolution on Syria in the UN Security Council. It hasn't been officially circulated in the Council, but it's been under discussion between capitals and missions in New York. 
P5 members and Morocco discussed this draft on 6, 7 and 8 of March. 
"These discussions are just the beginning and will continue" the American Ambassador Susan Rice said in a statement on Tuesday, March 6. She added "if and when, it seems there is a basis for a meaningful and viable text, we will propose one to the full Security Council". 
"The parties have not reached a common ground on this draft", a diplomat said on Friday, March 9. 

"The Security Council,

       Noting that the present situation in Syria increasingly threatens international peace and security and is likely to further deteriorate unless there is a peaceful political solution,

       Expressing grave concern at the serious human rights crisis and the deplorable humanitarian situation especially in areas of fighting,

       Recalling its presidential statement of 3 August 2011, General Assembly resolutions A/RES/66/253 of 16 February 2012 and A/RES/66/176 of 19 December 2011, as well as Human Rights Council resolutions S/16-1, S/17-1 and S/18-1, and the Report of the Independent International Commission of Inquiry A/HRC/ 19/69,

       Reaffirming its strong commitment to the sovereignty, independence, unity and territorial integrity of Syria,

       Recalling the decisions of the League of Arab States, supporting all diplomatic efforts aimed at addressing the crisis, in particular those of the League of Arab States and the Secretary-General, and welcoming the appointment of the Joint Special Envoy for the United Nations and the League of Arab States, as part of the continuing efforts aimed at immediately bringing an end to all violence and human rights violations, and promoting a peaceful solution to the Syrian crisis,

OP 1 Demands an immediate halt to all forms of violence in Syria;

OP2     Condemns the continued widespread, systematic, and gross violations of human rights and fundamental freedoms by the Syrian authorities and demands that the Syrian government immediately put an end to such violations, and calls for those responsible for these violations to be held accountable;

OP3    Demands that the Syrian Government, in accordance with the Plan of Action of the League of Arab States of 2 November 2011, immediately:

• (a) cease all violence and protect its population;   
• (b) release all persons detained arbitrarily due to the recent incidents;
• (c) withdraw all Syrian military and armed forces from cities and towns, and return them to their original home barracks;
• (d) allow full and unhindered access and movement for all relevant League of Arab States’ institutions and Arab and international media in all parts of Syria to determine the truth about the situation on the ground and monitor the incidents taking place;

OP4    Calls upon the armed elements of the Syrian opposition to refrain from all violence immediately upon implementation of paragraph 3 of this resolution;

OP5  Fully supports the role of the United Nations and the League of Arab States in facilitating a Syrian-led political transition to a democratic, plural political system, in which citizens are equal regardless of their affiliations or ethnicities or beliefs, including through commencing a serious political dialogue between the Syrian government and the whole spectrum of the Syrian opposition;

OP6   Deplores the rapidly deteriorating humanitarian situation, in particular the growing number of affected civilians, the lack of safe access to adequate medical services, and food shortages, particularly in areas affected by fighting;

OP7   Demands that the Syrian authorities immediately allow unhindered humanitarian access  for all populations in need of assistance, and calls upon the Syrian government to cooperate fully with the United Nations and other humanitarian organizations to facilitate the provision of humanitarian assistance;

OP8    Requests the Joint Special Envoy to work with the Syrian government, other parties in Syria, and members states, towards  the full implementation of this resolution, and requests the Secretary-General to report on the implementation of this resolution within 14 days;

OP9    Decides to review the implementation of this resolution within 14 days and, in the event of non-compliance, to consider swiftly further measures;

OP10  Decides to remain actively seized of the matter."
