Syrian Government: Armed Groups Killed 6143 Syrians


In this letter the Syrian government says that 6143 Syrians have been killed since "the beginning of the events in Syria until 15 March 2012". This death toll is "due to the acts committed by armed terrorist groups", the letter added. 
"Excellency,
I have the honor to transmit herewith a detailed table on the losses incurred in the Syrian
Arab Republic due to the acts committed by armed terrorist groups. The table covers the period from the beginning of the events in Syria until 15 March 2012 and it contains the following information:
§  Death toll of civilians: 3211 people.
§  Death toll of police: 478 people.
§  Death toll of Army and Security Forces: 2088 people (as of 21 March 2012).
§  Death toll of women: 204 people.
§  Death toll of children: 156 people.
§  Death toll of directly assassinated people: 106 people.
Resulting in a total of 6143 deaths in the Svrian Arab Republic
§  Kidnapped civilians, army personnel, and police officers: 1560 people, including 931 missing people.
§  Stolen government vehicles: 2256 vehicles.
It would be highly appreciate it if the present letter and its annex could be circulated as an official document of the Security Council.

Amos: One Million Syrians in Need of Assistance

In this letter, Valerie Amos, the UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, told the Security Council member states today that "at least one million Syrians are in need of humanitarian assistance". This figure is based on the Government-led humanitarian assessment joint mission's report in Syria that was concluded on 26 March 2012.

Further to my previous updates, I would like to inform you that the Government-led humanitarian assessment in Syria was concluded on 26 March, as anticipated.
Technical staff from eight United Nations agencies participated in the assessment, as well as three staff from the Organisation of Islamic Cooperation (OIC). The assessment team visited Aleppo, Ar Roqqa, Dara’a, Dayr Az Zor, Hama, Horns, Idlib, Lattakia, Rural Damascus and Tartous Governorates. Information was gathered from civilians, Government authorities, religious and local community leaders from all political views, representatives of the Syrian Arab Red Crescent (SARC) and local NGOs. While some areas could not be accessed due to ongoing insecurity or time constraints, United Nations and OIC staff were able to visit opposition held neighbourhoods on several occasions during the assessment.

Security Council's PRST on Yemen

The Security Council called in a Presidential Statement upon all parties in Yemen to remain fully committed to the success of the transition. This PRST was adopted today on Thursday March 29, 2012.

"1. The Security Council welcomes the Yemeni-led peaceful transition process to a just and democratic political system. It notes the recent progress, including the 21 February elections which occurred in a largely peaceful manner and with an encouraging level of turn-out and the 25 February transfer of power to President Abd Rabbuh Mansour Hadi, as per the Gulf Cooperation Council Initiative and Implementation Mechanism. The Security Council reaffirms its commitment to the unity, sovereignty, independence and territorial integrity of Yemen.

Security Council Statement on Sudan/ South Sudan

The following Security Council press statement was issued on Tuesday March 27, 2012. The Council called upon the Sudan and South Sudan to "exercise maximum restraint and sustain purposeful dialogue". 
“The members of the Security Council are deeply alarmed by the military clashes in the region bordering Sudan and South Sudan, which threaten to precipitate a resumption of conflict between the two countries, worsen the humanitarian situation, and lead to further civilian casualties.
The members of the Security Council call upon the governments of Sudan and South Sudan to exercise maximum restraint and sustain purposeful dialogue in order to address peacefully the issues that are fueling the mistrust between the two countries, including oil issues, violence in the border region, citizenship, and Abyei.  The members of the Security Council call upon Sudan and South Sudan to respect the letter and spirit of their February 10 Memorandum of Understanding on Non-Aggression and Cooperation.  They urge both countries to utilize the upcoming session of the Joint Political and Security Mechanism to defuse tensions along the border and take appropriate steps to operationalize the Joint Border Verification and Monitoring Mechanism.

UNHRC Extends Investigations on Syria

UN Human Rights Council extended the mandate of the commission of inquiry on Syria (paragraph 14) and requested the commission to provide an oral update to the Council at an interactive dialogue at its twentieth session and to present also a written updated report at an interactive dialogue at its twenty-first session.

UNSC Condemns Coup in Mali

This is the UN Security Council Press Statement on Mali -- March 22, 2012. 
"The members of the Security Council strongly condemn the forcible seizure of power from the democratically-elected government of Mali by some elements of the Malian armed forces.  They call on these elements to ensure the safety and security of President Amadou Toumani Toure, and return to their barracks.  They demand the release of all detained Malian officials. 
The members of the Security Council call for the immediate restoration of constitutional rule and the democratically-elected government.  They also call for the preservation of the electoral process as previously scheduled.
The members of the Security Council urge all parties to exercise maximum restraint, refrain from violence and remain calm.
The members of the Security Council welcome efforts by UNOWA and international partners, especially the African Union and ECOWAS, and further express their intention to continue to follow closely the evolution of the situation in Mali.

UN HRC To Probe Israeli Settlements

UN Human Rights Council decided to dispatch (paragraph 9) an independent international fact-finding mission to investigate the implications of the Israeli settlements on the rights of the Palestinian people throughout the Occupied Palestinian Territory, including East Jerusalem.

Amos: Fighting Continues in Syria, Including in Damascus

Valerie Amos the UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator called for "unhindered access for humanitarian organizations" in Syria. 
"I remind all those involved to abide by their obligations under international law: civilians must not be targeted", she added in a "key message on Syria". 
She said that the fighting and violence continue in cities around Syria, including in Damascus.
"EMERGENCY RELIEF COORDINATOR’S 
KEY MESSAGES ON SYRIA 22 March 2012 
1. The situation in Syria continues to worsen with fighting and violence ongoing in cities around the country, including in Damascus. I remain extremely concerned for the people who are caught up in this. Those who are displaced need food, shelter and medical help. I continue to press for unhindered access for humanitarian organizations. It is our job to help everyone in need of urgent assistance. I remind all those involved to abide by their obligations under international law: civilians must not be targeted.
2. To gain a better understanding of the situation around the country, and to gather more concrete information on what people need, technical staff from United Nations (UN) agencies and the Organization for Islamic Cooperation (OIC) joined the Government-led humanitarian assessment mission, which began on 18 March. The team has so far visited Homs, Hama, Tartous, Idleb, Lattakia and Aleppo with Government and Syrian Arab Red Crescent representatives, and expects to continue to other locations in the next few days.     
3. It is critical that we continue to ensure impartiality and neutrality in our response efforts. Humanitarian workers need to be able to access all areas, including pro-opposition areas. It was agreed with the authorities before the mission that if urgent humanitarian needs were identified during the mission, we would mobilize help immediately. The assessment team has been able to talk to people in each place they have visited. People have said that they need food, medicine, blankets, mattresses and other household items.
4. The UN and other humanitarian partners will do their own independent analysis of the assessment. This information will enable us to finalize the preliminary response plan, and scale up our emergency aid to people in desperate need. We are currently able to carry out only limited food, health, and hygiene support activities inside Syria due to insecurity and limited humanitarian access.
5. As Syrians continue to flee the violence and cross into neighbouring countries, it is vital that aid agencies work with the Humanitarian Coordinators in those countries and the newly-appointed regional Humanitarian Coordinator, and with the Red Crescent societies, to strengthen the services and assistance we are able to provide in support of Government efforts in Jordan, Lebanon and Turkey. UNHCR is leading the response for the more than 30,000 refugees who have so far been registered in these countries."

Ban's Statement on PRST/ Syria

Statement Attributable to the Spokesperson for the Secretary-General
 Security Council Presidential Statement on Syria
The Secretary-General strongly welcomes the adoption today by the Security Council of a Presidential Statement in full support of the Joint Special Envoy for the United Nations and the League of Arab States, Kofi Annan.
The Secretary-General is encouraged by the clear and unified message of the Council, backing Mr. Annan’s efforts to bring an immediate end to all violence and human rights violations, secure humanitarian access, and facilitate a comprehensive political dialogue between the Syrian government and the whole spectrum of the Syrian opposition.
He adds his voice to the Council’s in calling upon the Syrian government and opposition to work in good faith with the Joint Special Envoy towards a peaceful settlement of the Syrian crisis, and to implement fully and immediately his initial six-point proposal submitted to the Syrian authorities.
As the situation continues to deteriorate on the ground, it is more urgent than ever to find a solution that will end the tragic suffering of the Syrian people. The Secretary-General hopes that this united action by the Council on Syria can mark a turning point in the international community’s response to this crisis.

Annan's Remarks to UNSC on Syria: 6 Points Plan

This was Kofi Annan's first briefing to the UN Security Council on his mission in Syria as the Joint Special Envoy of the UN and LAS. The meeting (March 16, 2012) was closed and Annan joined the Council via video link from Geneva. 
In these remarks Annan pointed out his 6 Points Plan and the Syrian authorities' response to his proposal.

 Mr. President,
I thank the Security Council for this invitation to brief you on my initial efforts as Joint Special Envoy of the United Nations and the League of the Arab States on Syria.
As you will recall, when I took up this mission and briefed you in internal consultations, I stressed three things:
First, my goals are clear, in accordance with my mandate: to stop the killing, abuses and human rights violations; enable humanitarian assistance; and launch a political process to meet the legitimate aspirations of the Syrian people.
Second, my mission will be very difficult and faces daunting odds. But I am convinced it can succeed with the united support of the international community behind one mediator effort, with clear goals.
Third, my only concerns in taking up this role are the welfare of the Syrian people and the well-being of the region. The situation is already disastrous in parts of Syria. It could become catastrophic if there is not an urgent change of course.
Mr. President,
Since taking up my appointment, I have consulted quickly and widely – first in New York, then in the region. I have appreciated the support offered by the Secretary – General Ban and Secretary General el-Araby, with whom I am in almost daily contact. I also thank the members of the Council for the support they have expressed to me.
I visited Cairo, Damascus, Doha, and Ankara between 8 and 12 March, I was briefed by Secretary General el-Araby in some detail on the Arab League’s efforts the crisis in Syria, including engagement with President Assad, the deployment and withdrawal of Arab monitors, and the formulation of the Arab League Plan. Many Arab leaders and foreign ministers briefed me in detail as well.

Security Council PRST on Supporting Annan

The Security Council member states' Ambassadors agreed on the draft statement below on Tuesday (3/20/2012) afternoon and some Ambassadors said they wanted further instructions from their capitals. The Silence Procedure ended at 9 AM on Wednesday March 21. This statement was adopted anonymously.

The Security Council recalls its Presidential Statement of 3 August 2011 and its Press Statement of 1 March 2012.
The Security Council expresses its gravest concern at the deteriorating situation in Syria which has resulted in a serious human rights crisis and a deplorable humanitarian situation. The Security Council expresses its profound regret at the death of many thousands of people in Syria.
The Security Council reaffirms its strong commitment to the sovereignty, independence, unity and territorial integrity of Syria, and to the purposes and principles of the United Nations Charter.
The Security Council welcomes the appointment of Joint Special Envoy for the United Nations and the League of Arab States, Kofi Annan, following the General Assembly resolution A/RES/66/253 of 16 February 2012 and relevant resolutions of the League of Arab States.

I refer to Security Council resolution 2004 (2011), in which the Council requested me to conduct, before the end of 2011, a strategic review of the United Nations Interim Force in Lebanon (UNIFIL) in an effort to ensure, together with peacekeeping good practice, that the mission is configured most appropriately to fulfil its mandated tasks. 
In accordance with resolution 2004 (2011), and following consultations with Security Council members, countries contributing troops to UNIFIL and to the United Nations Truce Supervision Organization (UNTSO) and the parties, a multidisciplinary team from the Department of Peacekeeping Operations visited UNIFIL to conduct the strategic review from 8 to 18 December 2011. Mr. Julian Harston, a retired Assistant Secretary-General in the United Nations, led the review team as an independent expert. The review team also held meetings with troop- contributing countries and Ambassadors of the permanent members of the Security Council in Beirut, as well as separate meetings with the Lebanese Armed Forces and with the Israel Defense Forces. Mr. Harston conveyed on 24 January 2012 the preliminary findings of the review to members of the Security Council at the expert level, and UNIFIL and UNTSO troop-contributing countries. The Governments of Israel and Lebanon were kept informed of the review process. The Under-Secretary- General for Peacekeeping Operations approved the report on the UNIFIL strategic review on 2 March 2012.

Ban's Statement on 1 Year Anniversary of the Syrian Revolution

One year ago today, Syrians emboldened by the changing tide of history in their region stood up in the streets of Damascus to appeal for their universal rights and freedoms.   Peaceful popular protests started a few days later in Deraa and spread to many other locations across the country.  The Syrian authorities responded with brutal repression, which has continued unabated.   Its consequences are tragically unfolding before the world's eyes.  Well over 8,000 are dead as a result of the government's decision to choose violent repression over peaceful political dialogue and genuine change.   

It is urgent to break the cycle of violence, stop military operations against civilians and prevent a further militarization of the conflict in Syria.  The status quo in Syria is indefensible.   The Secretary-General stands in solidarity with the people of Syria and their legitimate aspirations to dignity, freedom and justice. He calls for all violence to end, and for a resolution of the crisis through peaceful means.  He urges the Syrian Government and opposition to cooperate with the efforts of the Joint Special Envoy, and appeals to the international community to offer its determined and unified support to stop the bloodshed and find a political solution that responds to the will of the Syrian people and ensure respect for their fundamental rights.

UNDER-SECRETARY-GENERAL FOR HUMANITARIAN AFFAIRS AND 
EMERGENCY RELIEF COORDINATOR, VALERIE AMOS
(New York, 15 March 2012)   As intense fighting continues in Syria, and people are caught up in the violence, it is increasingly vital that humanitarian organizations have unhindered access to identify urgent needs and provide emergency care and basic supplies. There is no time to waste. 
Last week the Government of Syria said that they needed more time to consider my proposals. The Syrian authorities have now informed me that a Government-led mission will visit the governorates of Homs, Hama, Tartous, Lattakia, Aleppo, Dayr Az Zor, Rural Damascus and Dara’a, starting this weekend. 
A number of United Nations and Organization of Islamic Cooperation (OIC) technical staff will accompany the mission and take the opportunity to gather information on the overall humanitarian situation and observe first-hand the conditions in various towns and cities.   
I repeat my calls to the Government of Syria to allow humanitarian organizations unhindered access, so that they can help people in need in a neutral and impartial manner.

Christopher Ross' Statement on Western Sahara

At the invitation of the Personal Envoy of the Secretary-General of the United Nations for Western Sahara, Mr. Christopher Ross, delegations from the Kingdom of Morocco and the Frente Polisario participated in a new round of informal talks at Greentree, Long Island, from 11 to 13 March 2012. The discussions took place in accordance with Security Council Resolution 1979. Delegations from the neighboring states, Algeria and Mauritania, were also present at the opening and closing sessions, and during the discussion of the Confidence Building Measures. As was the case in the previous informal meetings, the discussions took place in an atmosphere of serious engagement, frankness, and mutual respect.
In order to find a just, lasting and mutually acceptable political solution, which will provide for the self-determination of the people of Western Sahara in the context of arrangements consistent with the principles and purposes of the Charter of the United Nations, the parties continued to deepen the discussion on their respective proposals. Each party continued to reject the proposal of the other as the sole basis for future negotiations, while reiterating their willingness to work together to reach a solution in conformity with the pertinent resolutions of the United Nations.

Quartet Statement - March 12, 2012

The Middle East Quartet (United Nations, Russian Federation, United States, European Union) and Quartet Representative Blair held informal consultations today to assess developments since its statement of 23 September 2011. 
Quartet Principals remain committed to the overall objectives of the statement. In this regard, they welcome the important effort led by Jordan, which began in early January, as part of the shared commitment to reach a negotiated agreement by the end of this year. 
The Quartet also discussed the grave situation in Gaza and southern Israel, expressed serious concern for the recent escalation and called for calm. 
The Quartet reiterates its call on the parties to remain engaged and to refrain from provocative actions. 
The Quartet decided to meet in Washington in April.

Arab League Decision on Syria

This is the Arabic version of the Arab League decision on Syria including the "Five Points" formula that was agreed upon with the Russian foriegn minister Sergei Lavrov.

5-    الدعم القوي لمهمة السيد كوفي أنان لإطلاق حوار سياسي بين الحكومة وجماعات المعارضة السورية استناداً لما نصت عليه المرجعيات الخاصة بولاية هذه المهمة والتي اعتمدت من قبل الأمين العام للأمم المتحدة وجامعة الدول العربية (المرجعيات المعتمدة لمهمة الوسيط المشترك: هي قرار الجمعية العامة الصادر بتاريخ 16/02/2012 وخطة العمل العربية بتاريخ 2/11/2011 وقرارات الجامعة في 22/1/2012 و12/2/2012 والتي تضمنت خارطة الحل السياسي للأزمة السورية وفقاً للمبادرة العربية، وهذه القرارات هي التي سوف يسترشد بن السيد كوفي أنان في أدائه لمهمته).
يــقــــــرر
1-    مطالبة الحكومة السورية بالوقف الفوري لكافة أعمال العنف والقتل، وحماية المدنيين السوريين، وضمان حرية التظاهرات السلمية لتحقيق مطالب الشعب السوري في الإصلاح والتغيير المنشود.
2-    مطالبة الحكومة السورية بالإطلاق الفوري لسراح كافة الموقوفين في هذه الإحداث وسحب القوات العسكرية والمظاهر المسلحة من المدن والقرى السورية وإعادة هذه الوقات الى ثكناتها دون أي تأخير.
3-     إدانة الانتهاكات الخطيرة لحقوق الإنسان في حق المدنيين السوريين واعتبار مجزرة باب عمرو المقترفة من الأجهزة الأمنية والعسكرية السورية ضد المدنيين جريمة ترقى الى الجرائم ضد الإنسانية، وتتطلب مساءلة المسؤولين عن ارتكابها وعدم إفلاتهم من العقاب والتحذير من مغبة تكرار مثل هذه الجريمة في مناطق أخرى بسورية.
4-    مطالبة الحكومة السورية بالسماح بالدخول الفوري لمنظمات الإغاثة العربية والدولية مثل المنظمة العربية للهلال والصليب الأحمر، واللجنة الدولية للصليب الأحمر وأطباء بلا حدود وغيرها من المنظمات الإنسانية لتمكينها من إدخال المواد الغذائية والدواء، والمستلزمات الطبية لإسعاف المواطنين المتضررين وتسهيل وصول هذه المواد الى مستحقيها في أمان ودون أي عوائق، ونقل الجرحى والمصابين الى المستشفيات وذلك تحت إشراف الأمم المتحدة وأجهزتها المختصة.
5-    التأكيد على تنفيذ خطة الحل العربية للأزمة السورية التي تقوم على جملة القرارات الصادرة عن مجلس الجامعة كوحدة متكاملة دون تجزئة، مع التعبير عن بالغ الأسى والأسف لما أحدثه إصرار الحكومة السورية على الحل العسكري والإمعان في القتل وما خلفه ذلك من آلاف الضحايا والجرحى والاعتقالات وتدمير للقرى والمدن الآمنة.
6-    التأكيد على قراراته السابقة التي تطالب الحكومة السورية السماح لوسائل الإعلام العربية وال دولية بالوصول إلى كل أنحاء الجمهورية العربية السورية وتمكينهم من التحرك بحرية كاملة للوقوف على حقيقة الأوضاع ورصد ما يجرى فيها من أحداث، والتأكيد على ضمان أمنهم وسلامتهم. وإدانة عمليات الاغتيال والانتهاكات التي يتعرض لها الإعلاميون بسورية.
7-    الترحيب بمهمة ال مبعوث المشترك للأمم المتحدة وجامعة الدول العربية إلى سورية السيد كوفي أنان الأمين العام السابق للأمم المتحدة ونائبه الدكتور ناصر القدوة لقيادة العملية السياسية نحو إيجاد حلٍ للأزمة السورية والانتقال السلمي إلى حياة ديمقراطية في سورية، وذلك وفقًا للتفويض ال ممنوح للمبعوث المشترك بموجب قرار الجمعية العامة للأمم المتحدة رقم A/RES/66/253 بتاريخ 24/2/2012 وقرارات جامعة الدول العربية أرقام 7436 د.غ.ع.م بتاريخ 2/11/2011 و7444 د.غ.ع.م بتاريخ 22/1/2012 و7446 بتاريخ 12/2/2012 ودعوة الحكومة السورية وكافة أطياف المعارضة الى التعامل الإيجابي مع المبعوث المشترك ببدء حوار وطني جاد يقوم على خطة الحل التي طرحتها الجامعة، وقرار الجمعية العامة للأمم المتحدة المذكور آنفاً.
8-    التأكيد على الالتزام بالتنفيذ الكامل لكافة قرارات مجلس الجامعة وخاصً ة قراريه رقم 7444 د.غ.ع.م بتاريخ 22/1/2012 ورقم 7446 بتاريخ 12/2/2012 بشأن مطالبة الحكومة السورية الوفاء باستحقاقاتها وفقًا للخطة العربية والتجاوب الجدي مع الجهود العربية لإيجاد مخرج سلمي للأزمة في سورية.
9-    دعوة المعارضة السورية بكافة أطيافها إلى توحيد صفوفها وإعداد مرئياتها من أجل الدخول في حوار جدي يقود إلى تحقيق الحياة الديمقراطية التي يطالب بها الشعب السوري.
10    - الترحيب بنتائج المؤتمر الدولي لأصدقاء الشعب السوري الذي انعقد في تونس بتاريخ 24/2/2012 والتطلع إلى المؤتمر الثاني في تركيا لمواصلة دعم المجموعة الدولية للجهود العربية لإيجاد حل للأزمة السورية.
11    - مطالبة مجلس الأمن بتحمل مسؤولياته في حفظ السلم والأمن الدوليين، والتحرك لاستصدار قرار يستند إلى المبادرة العربية وقرارات الجامعة يقضي بالوقف السريع والشامل لكافة أعمال العنف في سورية وحث جميع أعضاء مجلس الأمن على التعاون البناء في هذا الشأن.
12    - إبقاء المجلس في حالة انعقاد دائم لمتابعة تطورات الوضع في سورية.

ترحب الجمهورية اللبنانية بالنقاط الخمس التي تم التفاهم عليها مع الجانب الروسي والمذكورة في هذا القرار وتؤكد على موقفها حيال القرارات السابقة الصادرة عن مجلس الجامعة بشأن الوضع في سورية.

DRAFT DECISION

"The Executive Board,
1. Mindful of the fundamental principles of UNESCO contained in the preamble to its Constitution, the Universal Declaration of Human Rights, and all other relevant human rights instruments,
2. Recalling that the purpose of the Organization is to contribute to peace and security by promoting collaboration among the nations through education, science and culture in order 
to further universal respect for justice, for the rule of law and for human rights and race, gender, language or religion, by the Charter of the United Nations,
3. Reaffirming UNESCO’s essential role in ensuring education for all, in protecting the cultural, historical and natural heritage of humanity, and facilitating the free flows of ideas,
4. Recalling the United Nations General Assembly resolutions A/Res/66/176 and A/Res/66/253, also recalling Human Rights Council resolutions S/16-1, S/17-1, S/18-1 and A/HRC/19/L. 1REV.1, also recalling Arab League resolution 7446 dated 12-2-2012,
5. Extremely concerned with the continuous deterioration of the situation in Syria and with the violent repression affecting civilians, including children, students and journalists,
6. Strongly condemns the continued widespread and systematic violation of human rights and fundamental freedoms by the Syrian authorities, in all UNESCO’s fields of competence;
7. Urges the Syrian authorities to immediately put an end to all  human rights violations and to protect their population, particularly children and students, to restore freedom of expression and communication and to protect heritage;
8. Invites the Director General to report on the implementation of the present decision and on the consequences of the current situation concerning UNESCO’s activities and tasks;
9. Further invites UNESCO, when the situation on the ground allows it, to take all possible measures within its fields of competence in order to resume its essential role particularly in education, freedom of expression, communication and protection of heritage.
